The Allegheny County Health Department (ACHD) has a longstanding history of organizing household hazardous waste (HHW) and hard-to-recycle (HTR) collection events, which have been held annually for over two decades. These events facilitate the safe disposal of materials such as paints, automotive fluids, pesticides, pool chemicals, cleaners, e-waste, and tires, providing residents with accessible and cost-effective recycling options. Despite the fees involved, these collections remain highly popular among residents, emphasizing their importance in promoting environmental protection, conserving natural resources, reducing landfill use, and combating illegal dumping within the county. For the upcoming year, ACHD is seeking proposals from qualified organizations to partner in planning, advertising, and executing these collection events in 2026. The contract, valued between $500,000 and $2,000,000, aims to ensure the continuation of these essential services, enhancing community engagement and environmental stewardship. Interested organizations are encouraged to respond by October 22, 2025, through the designated procurement platform, with the goal of maintaining efficient and environmentally responsible waste management practices across Allegheny County.

Full Description

The Allegheny County Health Department (ACHD) has been supporting household hazardous waste (HHW) and hard to recycle (HTR) collections for over 20 years. At these one-day events, hard to dispose of materials such as HHW (paint and paint products, automobile fluids, pesticides, pool chemicals, cleaners) e-waste, and tires have been collected. These collection events have become very popular with the residents of Allegheny County even though there were fees involved. The ACHD is seeking to partner with a qualified organization to plan, advertise and conduct these collections. It is essential to give residents convenient and affordable recycling options for these materials to help protect the environment, save natural resources and landfill space, and fight illegal dumping throughout the County.
