AI Contract Overview
The Savannah/Chatham County Public School System is soliciting sealed proposals under RFP C26-13 for Construction Management at Risk (CMR) Services for the Pooler Elementary School Additions and Renovations project in Savannah, Georgia. The selected firm will enter into a Construction Management at Risk Agreement using the AIA Document A133-2019, operating under a Cost of the Work Plus Fee payment method with a Guaranteed Maximum Price (GMP). The project has an estimated initial Stated Cost Limitation of $13 million, with the GMP to be established post-award through negotiation and issuance of a GMP Change Order. The scope includes preconstruction activities, demolition, new construction of additions, site work, permitting, and scheduling, with an emphasis on minimizing disruption to school operations. Compliance with all relevant Georgia licensing statutes and adherence to best commercial practices are mandatory. The contract period encompasses work expected from June 2026 through December 2027, with ownership and acceptance authority vested with the District. Proposal evaluation is based on a weighted point system emphasizing technical competency—particularly the staffing plan (40 points) and relevant experience (30 points)—followed by fee proposal (25 points) and company information (5 points). The procurement process follows a trade-off methodology where technical merit is heavily weighted relative to cost. Offerors must submit a comprehensive proposal package in PDF format, including technical documentation, certifications, required forms (e.g., debarment verification, lobbying disclosure, bid security), bonding documentation, and proof of insurance meeting stringent requirements. Strict compliance with eligibility criteria such as financial stability, safety records, licensing and bonding capabilities, E-Verify participation, and no debarment status is required. The District administers contract compliance, with strict conditions on conflict of interest disclosures, prohibited communications under the Cone of Silence policy, and adherence to all legal and regulatory standards. Proposals must be electronically submitted via the District’s e-Procurement portal by the specified deadline; late or non-compliant submissions will be rejected. The contract includes requirements for indemnification terms, performance and payment bonding, insurance coverage with specified minimums, and the ability to propose material substitutions under formal procedures. Contractor responsibility and performance will be monitored in alignment with Georgia statutes and District policies.
