RFP Construction Professional Services (CP) Mountain Education

The contract pertains to the construction of a new freestanding 11,000-square-foot pre-engineered metal building with masonry infill and veneer for educational use in Habersham County, Georgia, under a Construction Manager at Risk delivery model. The estimated cost limit is $4,000,000, with a Guaranteed Maximum Price structure governing payment as actual costs plus a fixed or percentage fee, subject to this ceiling. The project will be executed by a Construction Professional selected through a competitive solicitation process, with preconstruction services beginning immediately upon contract execution and active construction expected to occur in Fall 2026, targeting substantial completion by Summer 2027. The Owner, Mountain Education Center, requires the Construction Professional to manage all aspects of the project including pricing, value engineering, constructability reviews, and budget development, while coordinating with a separate Design Professional. The building will be constructed adjacent to occupied facilities, necessitating potential phasing to ensure safety and minimal disruption. Selection of the Construction Professional will be based on a combination of mandatory pass/fail eligibility criteria and weighted evaluation factors. Mandatory qualifications include valid Georgia GC and business licenses, proof of Georgia Certificate of Existence, sufficient bonding capacity, a current financial ratio of 1.0 or higher, an Experience Modification Rate of 1.2 or less over the past three years, and no history of termination for cause or default on public contracts. Proposers must submit sworn certifications and supporting documentation, including insurance certificates meeting specified limits—$1,000,000 per accident for bodily injury, $2,000,000 for property damage, a $10,000,000 aggregate for operations, and pollution liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate, with the Owner named as additional insured. The proposal evaluation assigns 20% to relevant project experience, particularly with public schools, 20% to suitability including proximity to the site, 20% to the proposed project team’s qualifications, 15% to firm stability, 15% to the quality of the management plan including quality assurance and closeout procedures, and 10% to the proposed fee as detailed in Exhibit B Attachments A and B. Proposals must be submitted in five hard copies and one electronic PDF on CD-ROM by June 30, 2026
