RFP Daycare Renovation

The Nisqually Building Department, on behalf of the Nisqually Indian Tribe, is soliciting lump sum proposals for the Daycare Renovation project under solicitation number 2026-DCR-01. The scope of work involves comprehensive upgrades to the daycare facility, including mobilization and demolition, playground and site work, and exterior building improvements such as replacing exterior windows with vinyl sliders and replacing double doors with single exit doors and sidelites. Interior renovations include painting and patching walls, installing new VCT flooring with rubber bases, adding air conditioning to the kitchen, and installing half-height lockers in the staff room. Additionally, the project requires the removal and replacement of under-floor insulation with R-30 batt insulation. Proposals must be submitted by November 20, 2026, at 4:00 PM to Jill Wall at the Financial Services - Contracts office in Olympia, Washington. Required submission documents include a completed bid form with itemized labor and material costs, a proposal signature sheet, and a project timeline. The evaluation process considers price, vendor qualifications, three relevant references, tribal standing, and a Native American preference in contracting policy. To be eligible for award, contractors must be current with all taxes, licensing, bonding, and insurance, and must include the 1.75 percent TERO tax in their proposal. The project is subject to state prevailing wage requirements. Substantial completion is required by May 30, 2027, with final completion and payment due by June 30, 2027. Post-award requirements include the execution of a formal agreement and the provision of an informational certificate of insurance with an additional insured endorsement.
