The City of Fort Worth is soliciting proposals for the Disaster Recovery Home Repair Services contract, funded through the Community Development Block Grant – Disaster Recovery (CDBG-DR) for the Neighborhood Services Department. This initiative aims to provide rehabilitation and repair services for the Homeowners Assistance Repair and Rehabilitation Program (HARRP). The scope of work is broad, covering multiple residential service categories including HVAC, plumbing, electrical, roofing, foundation repair, flooring, and lead hazard reduction. Awarded contractors will operate under a Job Order Contract structure, where specific residential projects are authorized via individual job orders. The city intends to terminate existing HARRP agreements upon the negotiation of these new contracts, and current vendors are encouraged to apply. Proposals are evaluated based on a Best Value trade-off process, considering price, reputation, quality, and the ability to meet city needs. Key requirements for proposers include providing three customer references, four financial and supplier references, and proof of financial capacity such as a line of credit or audited financial statements. The contract includes a small business utilization goal of 30 percent. The initial contract term is one year, with the option for up to four additional one-year renewals. All work must comply with HUD guidelines, the Lead Safe Housing Rule, and Texas environmental regulations. Submissions must be made electronically via the Euna Portal by December 18, 2025.
