RFP/DWM/2609-1270055/Architectural, Engineering, Design and Construction Phase Services

The City of Atlanta Department of Watershed Management is soliciting professional services consultants for an as-needed Professional Services Agreement to provide architectural, engineering, design, and construction phase services. The scope encompasses a broad range of infrastructure projects, including water conveyance, water and wastewater treatment, distribution, wastewater collection, and watershed protection. Specific technical services include hydraulic modeling, boundary and topography surveys, GIS data preparation, landscape architecture for green infrastructure, and on-call technical support for municipal building facility management. Deliverables are managed through individual Task Orders and include preliminary and final engineering reports, design packages, and project control documentation. The selection process is conducted per Code Section 2-1189 of the City of Atlanta's Code of Ordinances. Key financial constraints include a maximum billing rate of 280 dollars per hour and an Effective Overhead and Profit Rate not to exceed 3.20. Prime proponents or lead joint venture partners must demonstrate experience managing at least one similar water or wastewater engineering design agreement with a contract fee of at least 3 million dollars. Administrative requirements include submitting invoices monthly via the Trimble Unity Construct system, maintaining a comprehensive Quality Control/Quality Assurance program, and providing a litigation disclosure statement covering the past five years.
