The Cass County Parks and Recreation Department is soliciting proposals from Michigan-licensed professional engineering and landscape architectural firms for the Dr. Lawless International Dark Sky Park Renovation Project. Funded by the County of Cass and a federal Land and Water Conservation Fund grant administered by the Michigan Department of Natural Resources, the project aims to enhance visitor experience, improve accessibility, and renovate aging infrastructure. Selected professionals will be responsible for the full project lifecycle, from initial design calculations and technical specifications to construction stakeout and final onsite inspection. Proposals are evaluated based on a trade-off process rather than the lowest bid, prioritizing firm experience with federal grants, the MiGrants management system, and a proven track record of project delivery.
