RFP for Construction Manager at Risk Services for a new Grayson City Hall

The City of Grayson is seeking a Construction Manager at Risk (CMAR) to lead the construction of a new 7,700 square foot, single-story city hall building in Georgia. The project includes a council chamber, offices, and support spaces, along with extensive site work involving new parking, landscaping, and the realignment of the Park Drive entrance from Grayson Parkway/SR 84. The project is estimated to have a preliminary construction budget of $3,000,000 and a preliminary schedule of 12 months. Services will be governed by an AIA A133 agreement, and the selected firm will be required to provide a Guaranteed Maximum Price (GMP) for all construction and site development to deliver the project in a turnkey fashion. Proposals are due by December 4, 2026, and must be submitted as four hard copies and one electronic PDF. Evaluation is based on a weighted ranking system focusing on experience with similar public facilities (30 pts), team qualifications (25 pts), proposed fees (20 pts), CMAR process experience (15 pts), and the proposed management plan and financial information (10 pts). The CMAR will be responsible for pre-construction services, including technical reviews and value engineering, as well as overall construction safety and management. Required financial and security documentation includes a payment and performance bond, builder's risk insurance, and a detailed financial statement.
