The City of Goleta is seeking proposals from qualified planning and design teams to undertake the comprehensive renovation and development of Stow Grove Park, a historic and valued community asset. The project requires a team led by a professional landscape architect, supported by civil engineers and other specialists as needed. Public engagement is a critical component of the process, and consultants are encouraged to include public relations or facilitation experts if they lack experience in managing public input. While the contract does not cover environmental analysis or CEQA documentation, consultants must identify all necessary environmental studies and associated costs, determining whether environmental sub-consultants are needed. The scope includes creating conceptual, preliminary, and final park plans, designing recreational amenities, landscape and irrigation plans, and potentially integrating public art and native species restoration. The project may be executed in phases, with the possibility of preparing bid documents for specific phases or the entire project, depending on funding availability. The contract emphasizes a collaborative approach to enhance the park’s landscape, recreational features, and overall community value, with detailed scope specifications outlined in the RFP. The solicitation was posted in August 2021, with a deadline for responses in September 2021, and the designated contact for inquiries is JoAnne Plummer.
