The Texas Facilities Commission is seeking proposals from qualified vendors to provide Internet Auction Services on an as-needed basis, with no guaranteed minimum services or compensation. The contract aims to facilitate the sale of surplus or salvage property, including firearms, and requires the contractor’s website to be optimized across desktop, tablet, and mobile devices, maintaining a 98% uptime. The contractor will be responsible for managing online postings, receiving asset information from TFC, and ensuring compliance with federal, state, and local laws regarding firearm sales, storage, appraisal, and transfer. Additionally, the vendor must have the capacity to verify authorized bidders and restrict bidding for gambling equipment. The program has historically generated significant auction sales, totaling over $15 million in fiscal years 2023 and 2024. The contract duration begins upon execution and extends until August 31, 2027, with the possibility of two additional two-year renewals, contingent on timely renewal agreements. The procurement process includes key dates such as the issuance of the RFP on April 29, 2025, a pre-proposal teleconference on May 9, 2025, the deadline for questions and proposal submissions on May 15 and 28, respectively, and final award by the commission scheduled for June 18, 2025.
