RFP for Professional Consultant Services for the E. Grand Avenue Corridor Plan

The City of Arroyo Grande Community Development Department is soliciting proposals from qualified professional consulting firms to develop the East Grand Avenue Corridor Plan. The project focuses on the area between Elm Street and Halcyon Road, aiming to revitalize the corridor by establishing a vision and strategies to implement the Corridor Mixed Use land use designation. Key objectives include defining strategies for diverse development types such as multi-family residential, retail, and office spaces, as well as assessing streetscape improvements and the feasibility of a road diet. The selected consultant will be responsible for project management, background research, market analysis, and extensive stakeholder and community engagement, including attendance at a minimum of two public hearings. The City has allocated a budget of 250,000 dollars for this effort. Proposals are due by 5:00 PM on September 10, 2026, and must include a cover letter, project team resumes, relevant project examples, hourly billing rates, and a detailed management plan. Evaluation will be based on relevant experience, knowledge of Arroyo Grande, past performance, presentation skills, availability, and billing rates. The successful firm will enter into a Consultant Services Agreement and must adhere to California professional standards of care, prevailing wage laws, and strict confidentiality requirements. Brian Pedrotti, Community Development Director, will serve as the City's representative for the project.
