The Banks County Board of Education is soliciting proposals for Construction Professional services to perform modifications at the Banks County Primary and Elementary Schools in Commerce, Georgia. The project utilizes a Construction Manager-at-Risk delivery method with a preliminary stated cost of limitation of 5,000,000 dollars. The scope of work primarily includes the one-for-one replacement of existing HVAC systems, TPO roof recovery using a single ply membrane, and the replacement of coping, gutters, downspouts, and associated roof drainage. The contract will be structured as actual cost plus a percentage fee, not to exceed a Guaranteed Maximum Price, and will be governed by modified AIA Document A133 and A201-2017 standards. The selection process is based on a weighted evaluation of firm stability, relevant project experience, suitability for the project, the qualifications of the proposed project team, and the submitted fee proposal, each accounting for 20 percent of the total score. Minimum qualifications include a current ratio of 1.0 or higher, sufficient bonding capacity, valid Georgia business and GC licenses, and an Experience Modification Rate of 1.2 or less. Substantial completion for the initial phase is targeted for August 1, 2027, with elementary school construction tentatively starting June 1, 2028, and reaching substantial completion by August 1, 2028. Proposals must be submitted in two separate volumes, including five hard copies and one electronic copy on a flash drive, by October 9, 2026.
