RFP J28000 Juvenile Sex Offender Assessment & Treatment

The Department of Judiciary for the State of Hawaii is soliciting proposals under RFP J28000 to provide specialized assessment and treatment services for adolescents who have engaged in sexually abusive behaviors. Evaluation is conducted in three phases using quantitative scoring, with a critical requirement for a professional financial audit or statement review to avoid disqualification. Special conditions include mandatory fingerprint-based criminal history and sex offender registry checks every four years. Additionally, providers must ensure compliance with ADA requirements, Title VI for limited English proficiency, and Hawaii state tax clearance for contracts exceeding 25,000 dollars.
