RFP Lincoln Landfill Post-Closure Services

The Town of Lincoln, Vermont, is soliciting proposals from qualified environmental consulting firms or licensed professionals to provide post-closure services for the closed Lincoln Landfill (AD380) located at 1111 Downingsville Road. This request is driven by a June 2026 directive from the Vermont Department of Environmental Conservation regarding PFAS exceedances in groundwater. The primary scope of work includes the reinstallation of the compromised monitoring well MW-2, the development of a Post-Closure Care Plan in accordance with Section 6-1008 of the Vermont Solid Waste Management Rules, and the establishment of groundwater and PFAS monitoring programs for wells MW-2 and MW-3. Additionally, the selected consultant will implement annual landfill inspection and cap maintenance programs and provide a post-closure cost estimate. Proposals are due by September 14, 2026, at 5:00 PM and must be submitted electronically to the Town Administrator. The Town is seeking firms with specific expertise in closed municipal solid waste landfills, Vermont regulatory requirements, and PFAS monitoring. Cost proposals must be categorized into initial services, annual ongoing services—such as sample collection, laboratory coordination, and annual reporting—and unit pricing for additional professional services. Evaluation will be based on the firm's relevant experience, provided references, and the qualifications of the proposed project team, with a preference for consultants who have previously prepared Post-Closure Care Plans for landfills within Vermont.
