The Wichita Falls Independent School District is seeking qualified vendors to provide moving services of furniture, fixtures, and equipment (FFE) on an indefinite delivery, indefinite quantity basis for a one-year term. The contract encompasses various projects such as relocating surplus FFE, inter-campus moves, and other specified tasks, with services requested as needed. Vendors will submit quotes detailing service scope and lead times after receipt of each order, with a preference for proposals that meet the district’s timelines over purely cost considerations. The contract value is estimated between $50,000 and $500,000, and the district reserves the right to reject any or all bids. Communication during the solicitation process is strictly limited to procurement staff via designated channels, and non-compliance may lead to disqualification. The contractual framework incorporates multiple federal and state regulations, including provisions from the Davis-Bacon Act, Equal Opportunity clauses, and Texas-specific certifications related to foreign organizations, boycotts, and prohibited transactions. Standard terms and conditions govern performance, inspection, acceptance, and payment processes, with final inspection and approval conducted by the district at its discretion. The scope emphasizes timely performance, with each project having a defined scope and lead time, although no specific packaging, marking, or MIL-STD standards are mandated. Evaluation criteria prioritize vendors’ ability to meet the district’s timelines, with cost considerations secondary, and awards will be based on best value. Vendors must also comply with strict conflict of interest disclosures, certifications regarding legal and ethical standards, and provide necessary documentation such as IRS Form W-9. The contract’s administration details specify invoicing procedures, payment terms, and contact points, ensuring clear oversight and compliance throughout the contract period.
