NAVSUP Weapons System Support Philadelphia intends to award a five-year repair Long Term Contract for C-130 aircraft requirements to Pacific Propeller International. This sole-source procurement is justified under 10 U.S.C. 2304(c)(1) and FAR 6.302-1, as the vendor is the Original Equipment Manufacturer and the only known source capable of providing the necessary repair support. The scope of work includes the repair of various aircraft components, such as aircraft propellers, valve assemblies, pitchlock assemblies, and housing assemblies, with performance tracked across a five-year period. The acquisition will be conducted under FAR Part 15, and it is not a total small business set-aside. Requirements include adherence to Buy American clauses and Unique Identification requirements. While the government intends to negotiate with a single responsible source, other capable firms may submit capability statements or proposals for consideration. The solicitation is expected to be issued on November 3, 2026, with a response deadline of December 3, 2026. All repaired components must be delivered according to specified Repair Turnaround Times.
