RFP No 2026008 McNary Fisheries Compensation Committee (MFCC) Coordinator

The Northern Wasco County PUD is seeking a qualified consultant under RFP No 2026008 to serve as the coordinator for the McNary Fisheries Compensation Committee (MFCC). The primary objective of this role is to administer mitigation funds for fisheries enhancement projects upstream of the McNary Dam to satisfy Federal Energy Regulatory Commission licensing requirements. The selected coordinator will be responsible for facilitating meetings, managing grant administration, handling regulatory filings, and performing basic website maintenance. The contract is structured for an initial three-year term starting approximately February 1, 2027, with the possibility of two additional one-year renewals. While the work is primarily remote, the contractor must be able to travel within the project area for site visits and meetings. To be considered responsive, candidates must possess at least three years of experience in program or grant administration and demonstrate proficiency in stakeholder management, record maintenance, and Microsoft Office applications. Proposals must be submitted electronically via OregonBuys by November 20, 2026. Award selection will be based on a combination of technical qualifications, past performance with governmental agencies, personnel availability, and cost competitiveness. The contract is a not-to-exceed agreement based on proposed hourly labor rates and at-cost expenses. All services are subject to prevailing wage rates in The Dalles, Oregon, and the contractor must maintain comprehensive liability and workers compensation insurance.
