The Redevelopment Authority of the City of Allentown (RACA) is soliciting proposals for a single contract to provide boarding, securing, and ongoing maintenance for vacant commercial and residential properties. The initial contract term runs from January 1, 2027, to December 31, 2027, with the possibility of four one-year renewals. The selected contractor must provide all necessary labor, equipment, and materials, maintaining 24-hour availability to respond to emergency requests within 24 hours and routine requests within 24 to 48 hours. Key services include debris removal, graffiti removal, roof tarping, and interior clean-outs, with a specific requirement to report safety hazards and urgent structural repairs. Technical standards for boarding are strictly defined, requiring 1/2-inch CDX plywood, USA-manufactured fasteners, and exterior-grade flat black paint. All boarding must be secured with a master locking system. To ensure quality and accountability, the contractor must provide dated and time-stamped before-and-after photographs with their invoices. Proposals must be submitted electronically via PennBid by November 30, 2026, and must include a pricing schedule based on flat fees, hourly rates, or a combination of both. Award selection is based on the most advantageous proposal, meaning the lowest price is not guaranteed to win. Contractors must also meet comprehensive insurance requirements, including general liability of at least $1,000,000 per occurrence and compliance with Pennsylvania workers' compensation laws.
