RFP No. 26-0031 Consulting Services for Employee Benefits Plans (Annual Contract)

Columbus Consolidated Government is seeking proposals under RFP No. 26-0031 to engage a qualified firm for comprehensive consulting and brokerage services related to its employee health benefits programs and Health & Wellness Center strategy. The contract is structured as an annual agreement with an initial term of two years, renewable for up to three additional twelve-month periods contingent upon mutual agreement between the City and the Contractor, and subject to annual funding appropriations by the Columbus Council, with any unapproved contract becoming null and void effective July 1st of the fiscal year. Proposals must be submitted electronically via DemandStar as a single PDF file, with all required documentation outlined on the Electronic Proposal Submission Checklist, including the Conflict of Interest Affidavit, E-Verify Affidavit, and statements on team qualifications and compensation structure. The evaluation will be conducted by an odd-numbered committee using a weighted scoring system: Qualifications & Experience at 45%, Service Plan at 35%, Client Work History at 15%, and Cost Proposal at 5%, with ratings ranging from Excellent (100) to Poor (20). Offerors must propose compensation through commission, annual flat fee, or fee-for-service models, with pricing fixed for the first year and escalation requests limited to 5% if submitted by January 30th annually thereafter. The Contractor must comply with federal standards including the Davis-Bacon Act, Buy America, Section 3, nondiscrimination statutes, environmental regulations, and labor safety requirements, as well as state obligations under Georgia public records law and O.C.G.A. § 13-10-91. Insurance mandates include $2 million in Contractor Pollution Liability and Environmental Impairment Liability, plus Builder’s Risk coverage equal to the full contract amount. All submissions are subject to the City’s right to deduct outstanding fees such as landfill, occupation license, ambulance, and false alarm charges, and must be accompanied by original signed copies upon award. The agreement is governed by Georgia law, and the City reserves the right to terminate for default if the Contractor fails to cure performance issues within ten days.
