RFP No. 26-033 Professional Engineering Services for Biosolids Diversification Project’s Thermal Drying Facility

Alexandria Renew Enterprises is soliciting professional engineering services under RFP No. 26-033 to support the design of a new thermal drying facility and associated solids process upgrades at its advanced wastewater treatment plant. This project is a key component of the Biosolids Diversification Project, aimed at reducing solids volume, diversifying end-use options, and increasing facility resilience. The comprehensive scope of work includes the demolition and reconstruction of an existing building, basement gallery expansion, the installation of a new thermal drying system, dewatering centrifuges, sludge screening, centrate management, and electrical upgrades. The project will be executed using a Construction Manager at Risk delivery method and must comply with EJCDC General Conditions, Virginia Sewage Collection and Treatment Regulations, and Envision sustainability guidelines. Proposals must be submitted electronically via email to the Procurement Manager by September 1, 2026, at 2:00 PM local time. Submissions must follow a strict single-document format with specific page limits for the submittal letter, team organization, and project experience sections. The contract term extends from the effective date until one year following the final completion of the project, with monthly invoicing required by the 15th of each month. Award will be made to the highest-ranked respondent based on a best-value evaluation, provided pricing is determined to be fair and reasonable.
