RFP - Paving Services - MSA

The Lower Colorado River Authority (LCRA) is soliciting proposals under solicitation 148B for a Master Service Agreement to provide comprehensive asphalt and concrete paving services. The scope of work encompasses new construction, resurfacing, repair, and related site work across all LCRA-owned, leased, operated, or managed properties in Texas. Key deliverables include pavement condition surveys, distress mapping, PCI-type scoring, and the development of repair alternatives with associated pricing. The selected contractor must provide all necessary labor, materials, equipment, and supervision, and is required to maintain a 24/7 emergency call-out capability. Work must be sequenced to accommodate specific operational windows, such as generation outages, dam maintenance, and park closures. All performance must adhere to a strict hierarchy of standards, prioritizing the statement of work and project drawings, followed by LCRA standards, TxDOT specifications, and local City of Austin or Travis County requirements. Compliance with the 2010 ADA Standards, Texas Accessibility Standards (TAS), and the Texas Manual on Uniform Traffic Control Devices (TMUTCD) is mandatory, including TDLR registration and inspection where applicable. Materials must be new and from approved sources, with mix designs and certifications submitted for LCRA review. While recycled materials may be proposed, they are subject to LCRA approval and specific specification limits. Proposals are due by December 18, 2026.
