RFP Progress Avenue Water Main Extension Project

Capital Region Water (CRW) has issued solicitation 2026-005 for professional engineering services to design the Progress Avenue Water Main Extension Project in Susquehanna Township, Pennsylvania. The project involves the installation of 1,100 linear feet of 10-inch diameter water main along PennDOT State Route 3015, including eight gate valves, three fire hydrants, and 19 service lines to provide public water access to residents currently using private wells. The selected engineering firm will be responsible for the full design and bidding phase, which includes conducting field surveys, performing up to five vacuum-excavation test pits, developing 60%, 90%, and 100% design packages, and securing necessary permits from the PA DEP, PennDOT, and Susquehanna Township. Proposals are due by 4:00 pm on October 28, 2026, and must be submitted via the OpenGov eProcurement Portal and emailed to Jeff Bowra, PE, PMP. The submission must include a project team organizational chart, a labor breakdown table, and a time and materials Not-to-Exceed project fee. The project is expected to begin with a Notice to Proceed on November 30, 2026. Award criteria are based on the best interest of CRW, with a focus on technical expertise and relevant experience. The contract will utilize EJCDC 2018 standard documents and must incorporate PENNVEST-required language and PA Small Water and Sewer grant requirements. Successful proposers must also execute a Vendor/Contractor Information Technology Acceptable Use Agreement and may be required to establish a Basic Ordering Agreement with CRW.
