RFP - Wraparound C4E

The Oregon Health Authority (OHA) is soliciting proposals to develop and operate the Oregon Fidelity Wraparound Center for Excellence (FWC4E). The center will provide education, training, coaching, and technical assistance to behavioral health providers in Oregon, ensuring services align with National Wraparound Initiative Standards and state best practices. The project is structured in two phases: Phase I focuses on developing an organizational work plan, community engagement, and establishing a fidelity certification and monitoring process, while Phase II involves ongoing certification, training delivery, and the execution of a bi-annual in-person statewide conference. The total potential value of the contract is approximately 2,925,000 dollars, with Phase I capped at 585,000 dollars and Phase II contingent upon the successful completion of the first phase. The selected contractor must provide a specialized team, including a Director, at least three trainers, three coaches, a data expert, and fidelity monitoring staff. Key personnel must demonstrate at least two years of leadership experience with fidelity or evidence-based practices. Proposers are evaluated on a 229-point scale covering work plan development, staffing, database management, engagement sessions, and price. Comprehensive insurance coverage is required, including Commercial General Liability, Professional Liability, and Physical Abuse and Molestation Liability.
