RFP - Wraparound C4E

The Oregon Health Authority (OHA) Child, Family, Lifespan Behavioral Health Program is soliciting proposals to develop and operate the Oregon Fidelity Wraparound Center for Excellence (FWC4E). The primary objective is to provide training, technical assistance, support, coaching, and fidelity monitoring for Fidelity Wraparound services across Oregon. The project is structured in two phases, with Phase I focusing on the development of an organizational work plan, community engagement, training delivery, and the creation of a fidelity certification and monitoring process. Phase I is scheduled to run from January 1, 2027, through June 30, 2027, with a not-to-exceed budget of $585,000.00. Award selection is based on a scoring methodology that evaluates the proposer's work plan, staffing capabilities, and experience with database acquisition and monitoring, combined with price and reference scores. The contractor must adhere to strict standards, including a health equity and anti-racist framework, strengths-based and trauma-informed principles, and comprehensive state and federal language access requirements. Compliance mandates include certifications regarding non-discrimination, pay equity for larger firms, and adherence to federal laws such as the ADA and HIPAA.
