RFPQ - 10-2026 Wallace and Thomas Reconstruction

The Town of Ingersoll is issuing a Request for Pre-Qualification (RPQ 10-2026) to identify qualified general contractors for a major infrastructure project on Wallace Line and Thomas Street. The scope of work includes the supply and installation of 1250 meters of 600mm diameter trunk sanitary sewer at depths of 4 to 9 meters, requiring extensive dewatering, and 1850 meters of 300mm diameter watermain. Key technical requirements include the replacement of CSP and concrete culverts and an open-cut watermain crossing with steel casing through the CPKC Railway right-of-way, which necessitates coordination with CPKC and OSR. Following the utility installations, the existing roadway must be reconstructed to a rural profile. Construction is scheduled to begin in early spring 2027 and conclude by late October 2027. To qualify, proponents must submit a technical proposal and a health and safety questionnaire by November 4, 2026, achieving a minimum score of 75 and passing reference verification. Mandatory submissions must include a company profile, project methodology, a Gantt chart work plan, and proof of WSIB registration and health and safety policies. Evaluation is based on weighted factors, and failure to meet minimum category scores or unsuccessful reference checks will result in immediate disqualification.
