The State of Maine Department of Administrative and Financial Services, on behalf of the Department of Inland Fisheries and Wildlife, is seeking quotations to establish a Master Agreement for the procurement and delivery of approximately 2,000 adult ring-necked pheasants. The contract period runs from August 1, 2026, through June 30, 2027, with four optional one-year extensions available through June 30, 2030. Deliveries are required on an FOB-Destination basis to designated locations in Wells and Scarborough, Maine, with an initial shipment of at least 700 birds due by September 26. Award will be based on Best Value, balancing price, compliance, and past performance. Qualified birds must meet strict physical and health standards, including minimum weights of 2.5 lbs for males and 2.0 lbs for females, a minimum tail feather length of 8 inches, and a sex ratio of at least 50 percent males. Vendors must provide veterinary certification confirming the flock is free of diseases such as West Nile Virus, Pullorum, and Typhoid, and must provide full vaccination and medication records. All birds must be transported in new or disinfected crates, and any dead or injured birds must be replaced at no cost to the State. Quotations must be submitted electronically via the Advantage Vendor Self Service portal by July 22, 2026, at 4:00 p.m. local time. Submissions must include a signed Certification of Compliance and a Responsible Bidder Form. Payments are issued within 30 days of receipt of an accurate invoice.
