The City of Wadley, Georgia, is soliciting engineering services through a Request for Qualifications (RFQ 2026-01) to support two clean water infrastructure resilience projects funded in part by the Georgia Environmental Finance Authority’s Hurricane Helene Resilience Funding Program. The projects aim to address damage caused by Hurricane Helene and enhance the resilience of the city’s wastewater collection system, specifically through Clean Water Project No. 30, which involves raising the wet well and regrading land at the US HWY 1 Pump Station to prevent flooding, and Clean Water Project No. 29, which requires installing permanent backup generators and a telemetry system at specified lift stations to enable real-time remote monitoring of equipment status, fuel levels, and alarms. The selected firm will provide a comprehensive suite of engineering services including surveying, project design, permitting, environmental documentation, State Environmental Review Process compliance, construction assistance, bidding support, inspection and testing, grant administration, budget tracking, and project closeout. The final scope of services, including fees, will be negotiated between the city and the highest-ranked respondent after the selection process, with the contract terms mutually agreed upon prior to execution. The evaluation process follows a one-step Qualifications-Based Selection (QBS) method, with no interviews required, and firms will be ranked based on five weighted factors: relevant project experience and qualifications (35%), past performance (25%), apparent suitability to the project (15%), firsthand knowledge of the local utility systems and community (15%), and organizational stability (10%). Respondents must submit a single PDF Statement of Qualifications, no more than 25 pages in length, with a transmittal letter, numbered pages, and a table of contents, emailed to the designated address by August 14, 2026, at 2:00 PM. Proposals must include detailed information on firm ownership structure, years in business, non-discrimination and affirmative action policies, history of W/MBE inclusion, and a conflict of interest disclosure statement. All communications with selection personnel are prohibited except for formal questions submitted prior to July 25, 2026.
