The Alamo Area Council of Governments (AACOG) is seeking qualified professional engineering firms to provide comprehensive planning, design, and support services for the Port San Antonio Water Infrastructure Design Project, funded by the Office of Local Defense Community Cooperation’s Military Installation Resilience Review Program. This initiative aims to advance critical water infrastructure improvements identified through prior resilience assessments at Port San Antonio, with the selected firm responsible for delivering construction-ready plans, specifications, cost estimates, and all related documentation across six phases—from project initiation through bid document development and optional construction support. The scope includes engineering, surveying, environmental analysis, permitting, and coordination with key stakeholders such as SAWS, TCEQ, and Port San Antonio, ensuring full compliance with federal, state, and grant-specific regulations, including 2 CFR Parts 180 and 200, and the Texas Professional Services Procurement Act. All deliverables must be sealed by a Texas-licensed Professional Engineer and undergo rigorous QA/QC reviews, including independent technical, design, and constructability evaluations prior to submission. The estimated project budget is $956,883, though the final contract value will be negotiated post-selection and may include optional services and reimbursable expenses.
