Henry County is soliciting Statements of Qualifications from qualified engineering firms to provide design services for GDOT PI #0021214, involving approximately 5.48 miles of road improvements on State Route 42 from Bill Gardner Parkway to SR 155. The selected consultant will be responsible for comprehensive preliminary engineering services, including the preparation of a Concept Report, Intersection Control Evaluation, public involvement plans, conceptual right-of-way cost estimates, and a Phase 1 Environmental Site Assessment. All work must adhere to the GDOT Project Development Process and utilize specific GDOT ROADS templates. The project will be awarded as a multi-phase project-specific contract, with final pricing and terms to be negotiated after the selection process. The selection process consists of two phases: an initial evaluation of the Statement of Qualifications focusing on experience, qualifications, and workload capacity, followed by a technical approach evaluation for identified finalists. To be eligible, the prime consultant and team must be prequalified by GDOT in specific area classes, such as Two-Lane or Multi-lane Rural/Urban Roadway Design and NEPA. Applicants must maintain an accounting system compliant with 48 CFR Part 31 or OMB Circular A-122, and firms with aggregate contracts exceeding 250,000 dollars must provide a yearly CPA overhead audit.
