RFQ - Biological Services for the Heller Student Housing Project

The University of California, Santa Cruz Department of Physical Planning, Development and Operations is soliciting qualifications from biological consulting firms to provide environmental compliance support for the Heller Student Housing Project. Located on the former Family Student Housing site adjacent to Heller Drive, this major on-campus development requires services to ensure compliance with the California Environmental Quality Act and other local, state, and federal regulations. The scope of work includes field-based biological resource assessments, pre-construction surveys for special-status species, impact avoidance and mitigation planning, the preparation of technical reports, on-site construction monitoring, and the delivery of Worker Environmental Awareness Program training. The University intends to select up to three firms to provide these services on an as-needed basis under a Blanket Professional Services Agreement. The initial contract term is three years, with the possibility of two additional one-year extensions by mutual agreement. Interested firms must submit a Statement of Qualifications and related experience documentation using the University's standard forms via the UC Santa Cruz Online PlanRoom by 2:00 PM on October 9, 2026. Selection will be based on a review of qualifications and interviews with shortlisted firms.
