This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Revolutionary Federal Acquisition Regulation Overhaul (RFO), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a separate written solicitation will not be issued.


The 460th Contracting Squadron at Buckley Space Force Base (BSFB), CO, is issuing this Request for Quotation (RFQ) to procure one (1) new, unused, and non-refurbished 18ft Pontoon Boat and Trailer for the Morale, Welfare, and Recreation (MWR) Outdoor Recreation Center.


Minimum Technical Specifications


The contractor shall provide exactly one (1) pontoon boat package meeting or exceeding the following salient characteristics:


  • Vessel Type: 18ft Pontoon Boat

  • Capacity: Minimum seating capacity for 8-10 passengers

  • Motor: Outboard motor (Minimum 50 HP / Maximum 90 HP)

  • Trailer: Must include a compatible, road-legal galvanized or aluminum boat trailer equipped with a winch, tie-downs, and a spare tire.

Evaluation & Award


The Government intends to award a NAF Firm-Fixed Price Contract to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government. Award will be based on a Lowest Price Technically Acceptable (LPTA) evaluation approach.


To be considered technically acceptable, the offeror’s quote must demonstrate the capability to meet all requirements and salient characteristics outlined above, and must be able to complete delivery within the 60-day ARO period of performance.



Note on Availability of Funds: Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of funds. No legal liability exists until funds are made available.
