RFQ Floodplain, Hydraulic, and Regulatory Evaluation – Rio Grande Corridor Colombia Solidarity Bridge to South Laredo City Limits (approximately 41 miles)

The City of Laredo is soliciting Statements of Qualifications from professional firms for solicitation FY26-ENG-54 to provide engineering, hydrologic, hydraulic, geomorphologic, surveying, environmental coordination, and regulatory support services. The project involves evaluating floodplain conditions and potential impacts along approximately 41 miles of the Rio Grande corridor, extending from the Colombia Solidarity International Bridge to the South Laredo city limits. Selection will be based on the demonstrated competence and detailed credentials of the firms, with a Professional Service Agreement to be issued upon the availability of funding. Interested firms must submit their qualifications by 4:00 P.M. Central Time on September 3, 2026. Hand-delivered submissions must be placed in a sealed envelope containing the RFQ title and the company's name, address, and phone number, and delivered to the City Secretary's Office in Laredo, Texas. Formal questions must be submitted via Cit-E-Bid by August 21, 2026, and a public reading of the submissions will take place via teleconference on September 4, 2026.
