RFQ for Refuse Collection & Transfer 2027/2028

The Village of Salmo is seeking a contractor for a two-year agreement to provide comprehensive garbage collection and transfer services for 2027 and 2028. The selected contractor will be responsible for providing all necessary labor, equipment, supervision, and materials to perform weekly residential garbage removal for approximately 492 single-family and duplex dwelling units within the designated service area. Standard weekly service is limited to two garbage bags (maximum 66 cm x 91 cm) and two garbage cans (maximum 100 liters) per unit, with additional garbage handled on a per-bag fee basis. All collected waste must be deposited at the landfill site specified by the Regional District of Central Kootenay. The contract will be awarded to the proponent with the highest overall ranking based on a scored evaluation conducted by the Chief Administrative Officer. Evaluation criteria include cost (45%), proponent history (20%), timeliness and response time (20%), and the quality of the quotation (15%). All submissions must first meet mandatory criteria to avoid immediate rejection. Interested parties must submit a sealed quotation, including the required Quotation Form and a detailed service overview, by 4:00 p.m. local time on November 30, 2026. Final award is subject to budget approval, and the Village reserves the right to negotiate contract terms and minor modifications of scope and price following the selection of a proponent.
