RFQ for the MLK Blvd - Altama Ave Bicycle and Pedestrian Trail Project

The City of Brunswick is soliciting Statements of Qualifications from engineering firms to provide design services for a multi-use bicycle and pedestrian trail along Martin Luther King, Jr. Boulevard and Altama Avenue. The project covers approximately 3.90 miles from the State Route 25 Connector to the northern city limits. The scope of work includes the design of the trail, which may be located in the grassed median, behind the curb and gutter, or as shared lanes, as well as the implementation of ADA-compliant crossings, signalization, signage, pavement markings, landscape design, and shade structures with benches. Deliverables include 30, 60, and 90 percent design submittals, final plans, specifications, estimates, and erosion and pollution control plans. The selected consultant will also handle NEPA documentation, protected species surveys, and GDOT encroachment permits. The selection process is conducted in two phases, with evaluation weighted on technical approach (40 percent), experience and qualifications (30 percent), resource capacity (20 percent), and past performance (10 percent). The City will negotiate final terms and fees with the top-ranked firm, utilizing contract types such as lump sum, cost plus fixed fee, or specific rates of compensation. Key milestones include a notice to proceed in December 2026, with final design submittals in April 2028 and a construction let date in June 2028. Applicants must comply with E-Verify and the Georgia Security and Immigration Compliance Act, and maintain accounting systems meeting 48 CFR Part 31 or OMB Circular A-122 standards. All qualifications must be submitted electronically by September 18, 2026.
