REQUEST FOR QUALIFICATIONS Request for qualifications will be received by the Ascension Parish Government at the Ascension Parish Government Purchasing Office, 615 East Worthey St., Gonzales, LA 70737 until October 22, 2026 , at 3:00 p.m. (CDT) for the following: Move Ascension – Program Manager STATEMENT OF WORK The Ascension Parish Government (Parish) is soliciting qualification statements seeking a consultant or consultant team to assist in the management of the current Move Ascension Program. As outlined in the Scope of Services, the Parish hereby requests qualifications from experienced and qualified firms to provide the needed services. Only one consultant or consultant team will be chosen to be the Prime Consultant for the program management role. PROJECT DESCRIPTION: The Parish is soliciting qualification statements from experienced and qualified firms to support the Move Ascension Program through targeted project management services. The Parish will manage the overall program directly, while the selected Program Management Consultant (PMC) will provide specialized assistance for designated project-level tasks. These tasks will include design oversight, right-of-way appraisal and acquisition support, utility coordination, environmental permitting, grant development and administration, and completion of Stage 0 checklists. The PMC will be responsible for delivering these services in coordination with Parish staff and other stakeholders, ensuring consistency with Parish objectives, applicable regulations, and project schedules. All questions regarding the RFQ shall be submitted to the Purchasing Department via email at purchasing@apgov.us by 3:00 p.m. local time (CDT) on October 8, 2026 . Responses will be coordinated with the Project Coordinator and posted on the www.centralauctionhouse.com by 3:00 p.m. local time (CDT) no later than October 15, 2026 . Firms/individuals who are interested in providing services requested under this RFQ must submit six (6) copies of the information specified in this section. The information shall be received in hard copy (printed) by: Ascension Parish Government, Purchasing Department, 615 East Worthy Street, Gonzales, LA 70737 on or before 3:00 p.m. (CDT) on the date specified in the Schedule of Events. Electronic submittals are permitted via http://www.centralauctionhouse.com ; however, six (6) hard copies must still be submitted within twenty-four (24) hours of the Proposal submission deadline. The Parish is closed on Fridays, so hard copies may be received the next business day, which is typically Monday, unless Monday is a recognized holiday. For instructions on how to utilize the online service, Central Auction House, for free, for Parish projects ONLY, contact the Parish's Purchasing Department. The Parish reserves the right to disqualify any bid, request for quotes, response to a request for qualifications, or request for proposals if it is determined that the submitting business entity is not in good standing with the Louisiana Secretary of State or is not authorized to do business in the State of Louisiana. Ascension Parish Government reserves the right to reject all proposals for just cause.
