State of California RFQ/P Progressive Design-Build Project Reference No. DB-2026-01 - Kane Spring Project Tender # 0000040201 Closing Date : 12/04/2026 at 15:00 PM Contact: Contact: Ilene Wellman-Barbree Email: Ilene.Wellman-Barbree@water.ca.gov Details: The Department of Water Resources (Department) is issuing this Request for Qualifications and Proposals (RFQ/P) to obtain Statements of Qualifications and Proposals (SOQ/Ps) from Submitters qualified to serve as the Design-Builder for the Progressive Design-Build (PDB) Kane Spring Project (Project) located along the southwest shore of the Salton Sea near the City of Brawley. The Project is being procured using a one-step, Best Value selection method. Kane Spring is a multi-benefit Project that will include water-based and vegetation-based dust control measures, additional shoreline bird habitat, improved water use efficiency within the Project Site, and wetlands enhancement. To accomplish this, the project will include the design and construction of ponds, ditches, berms, vegetation enhancement, and wetlands enhancement. The Department has established a website (Cosmos) for the distribution of RFQ/P documents and Addenda and, as applicable, other background documents for the Project. Each Contractor that is interested gaining access to Cosmos and submitting a Statement of Qualifications must provide the following information: 1. Contractor Name as listed on your California Contractors License. 2. The full name, email address and phone number of the Contact Person for this project. 3.
