RFQ/P027-29 Architectural and Engineering Services for the New Pulaski School

The City of Meriden is seeking a prime design professional to provide comprehensive architectural and engineering services for the construction of the new Casimir Pulaski Elementary School and its grounds at 1 King Place, Meriden, Connecticut. The project involves the design of a Pre-K through 5th Grade facility for 706 students, utilizing a Construction Manager-at-Risk delivery method and adhering to the State of Connecticut High Performance Building Standard or LEED Silver. The selected Architect will be responsible for the full project lifecycle, including pre-design programming, site development, phased design (schematic, development, and contract documents), procurement support for furniture and equipment, and final project closeout. Services must comply with the requirements of the Connecticut Department of Administrative Services to secure anticipated school construction grants. The solicitation is structured as a combined request for qualifications and proposals, requiring submissions in two sealed parts: qualifications and fees. Evaluation is based on technical competence, staff qualifications, past performance, and proposed rates, with a specific 20 percent weight assigned to the ability of key personnel and construction management experience. The contract is governed by the AIA B101-2017 Standard Form of Agreement and includes specific allowances for surveying, geotechnical studies, and transportation engineering totaling 210,000 dollars.
