All invoices and receiving reports must be submitted electronically through WAWF, and the contractor must be registered in SAM and WAWF. The contract will be awarded on a Lowest Price Technically Acceptable basis, meaning only responsive bids that fully satisfy mandatory technical criteria will be considered, and the lowest-priced among them will be selected. Electronic invoicing through the SSC iValua Buyer system is required, with no alternative methods permitted without prior approval. The contract includes a 24-month warranty period and incorporates clauses related to employment equity, foreign nationals, and supply chain security, with non-compliance potentially leading to termination for default. No contract value is specified due to blank pricing fields in Annex A, and while no explicit contract type is designated, the structure and clauses suggest a firm-fixed-price arrangement. All documentation must be submitted in one of Canada’s official languages, and technical equivalency claims must be substantiated through Annex B and Form 3.
