Shared Services Canada is seeking to procure Raritan Power Distribution Units or equivalent products for delivery to locations within the National Capital Region and Ontario, excluding the NCR, under solicitation BPM025947/33849, with Amendment 001 extending the delivery window and publishing responses to supplier inquiries up to May 14, 2026. The solicitation is open to Canadian suppliers and those from applicable trading partners under reciprocal procurement policies, and bids must be submitted electronically via the SSC P2P portal by the deadline of May 25, 2026, at 14:00 EDT; faxed or hard-copy submissions are not accepted except in exceptional circumstances. Proposals are evaluated under a Lowest Price Technically Acceptable model, where bids must first satisfy all mandatory technical criteria—such as full equivalency in form, fit, function, and quality to the specified hardware, adherence to licensing and documentation requirements, and compliance with supply chain integrity and OEM certification standards—to be considered responsive; among those that pass, the lowest-priced bid wins. The contract, structured as a Firm Fixed Price, includes delivery within 60 or 120 days of award, with all items subject to a 24-month warranty from acceptance, and requires adherence to strict delivery windows (8:00–17:00 EDT), bilingual documentation in English and French, and compliance with security protocols that mandate escorting of contractor personnel despite no clearance requirements. The contract incorporates numerous standard acquisition clauses covering hardware procurement, licensed software rights, insurance, and foreign national employment obligations, with clauses selected based on the bidder's nationality. Payments are to be processed electronically through the iValua Buyer system, and invoices must reference unassigned accounting codes to be completed upon award. The contractor must guarantee perpetual, non-exclusive software licenses and accept that the Government may modify delivery locations, billing codes, or hardware/software components with 30 days’ notice, adjusting pricing accordingly, and may terminate maintenance services with 30 days’ notice, paying only for accrued charges. Substitutions of equipment require written approval and must not exceed the bid’s original price, the list price minus government discount, or current market price. All certifications—including OEM, supply chain integrity, and bid declaration—are mandatory and non-negotiable; failure to submit properly completed forms renders a bid non-responsive. No socioeconomic or small business set-asides apply, and pricing details in Annex A remain blank as placeholders to be completed by

Local Internet Access Services (LIAS)
Solicitation # BPM014160
Shared Services Canada (SSC) is seeking to establish a framework for delivering Local Internet Access Services (LIAS) across federal government sites nationwide through a Request for Supply Arrangement (RFSA) under solicitation BPM014160. The objective is to pre-qualify internet service providers capable of meeting the technical, security, and service delivery requirements for LIAS on an as-needed basis, servicing SSC, its partner organizations, mandatory clients, and other federal departments that opt to use this procurement pathway. Qualified suppliers will be issued Supply Arrangements that function as indefinite delivery/indefinite quantity (IDIQ)-like agreements, enabling the issuance of individual Service Orders for installation, moves, changes, disconnections, and ongoing maintenance of internet connections. The process is not a competitive bidding event but rather a selection mechanism to build a roster of vetted providers to streamline future procurements, standardize contracting, improve invoicing efficiency, and replace legacy agreements as they expire. Suppliers must register and submit responses exclusively through SSC’s Procure to Pay (P2P) Portal, with mandatory documentation including a structured response spreadsheet covering technical capability, financial information, compliance certifications, and declarations related to Indigenous business status, former public sector employment, and integrity. Key requirements include holding a valid Designated Organization Screening from Public Services and Procurement Canada, ensuring all personnel accessing sensitive sites have Reliability Status clearance, and supporting native IPv6 dual-stack configurations without tunneling. Contractors must comply with strict service level objectives, report security and privacy breaches immediately, retain access logs for seven years, and submit invoices electronically via the P2P Portal. Pricing must exclude voice services, and construction-related costs require prior written approval. Performance is tied to Service Orders with delivery locations defined per request, and acceptance occurs at the site after government-led testing. Options exist for contract extensions and emergency infrastructure scaling, with audit rights preserved to validate pricing and compliance. The solicitation closes in 2065, reflecting a long-term strategic procurement framework designed to support Canada’s evolving digital infrastructure needs.
