Brunswick County (the “County”), in consultation with the Cape Fear Public Utility Authority (“CFPUA”) (together the “Parties” and individually a “Party”), are each engaged in the provision of municipal wastewater treatments to their ratepayers. Each Party currently owns, operates, and maintains reclamation facilities in southeastern North Carolina. Due to rising costs associated with significant population growth in the region, environmental impacts, and the potential for regulatory development, the Parties are jointly committed to finding a best practice for biosolid disposal, reducing both environmental and financial impacts on their ratepayers.
