RFQ ROW Appraisal Services

The Oregon Department of Transportation (ODOT) is issuing Request for Qualifications S-73000-00017259 to establish a Qualified Appraisers List (QAL) for professional Right-of-Way appraisal services. This program is designed to pre-qualify appraisers for transportation property acquisition work, including complex real property valuations and eminent domain appraisals that may require court testimony. The solicitation is open for responses until July 16, 2031, and is managed by the Engineering and Tech Services agency in Salem, Oregon. To be eligible for the QAL, applicants must be actively licensed state certified general real estate appraisers in Oregon. The evaluation process involves a pass/fail review of minimum qualifications, including education and licensing, followed by a detailed assessment by the Right of Way Section's Chief Appraiser. Applicants must submit a completed application form, a current resume, and three work samples. Selection is based on a final evaluation score, and rejected applications may be due to incomplete submissions, failure to meet minimum qualifications, or insufficient scoring. Once selected and contracted, consultants must adhere to professional standards of care and provide property owners with at least 15 days' written notice before inspections. The contract requires compliance with various federal and state regulations, including Title VI of the Civil Rights Act, the Americans with Disabilities Act, and Oregon public contract obligations. While this RFQ establishes the pool of qualified providers, specific compensation and maximum not-to-exceed amounts will be determined during individual contract executions. Consultants are also encouraged to certify their status as Disadvantaged Business Enterprises or other COBID-certified entities.
