The Town of Wadesboro is seeking a qualified North Carolina licensed engineering firm to provide comprehensive professional services for the Wade Street Streetscape Improvement Project, funded primarily by an $847,605.00 Rural Downtown Economic Development Grant from the North Carolina Department of Commerce, supplemented by a 5% local match and additional Town funds, bringing the total project budget to $909,979.00. The engineering firm will be responsible for all phases of the project including preliminary and final design, development of complete construction plans and specifications, permitting and compliance with regulatory agencies such as NCDEQ and NCDOT, right-of-way acquisition support including easement plats, procurement assistance, bidding services, construction administration, and inspection. A budget of $62,100.00 is allocated specifically for technical services encompassing surveying, engineering design, procurement support, and construction oversight. The project requires adherence to grant compliance standards set by the North Carolina Department of Commerce, including maintenance of records for five years post-grant closure and full cooperation with audit and monitoring requirements. Proposals must be submitted as hard copies in sealed envelopes, limited to five single-sided pages excluding attachments, and received by August 12, 2026, at 5:00 PM at the designated Wadesboro address. Only hourly fee schedules will be accepted; lump sum proposals are disqualified. Evaluation will be based on a point-based system prioritizing experience with North Carolina Department of Commerce-funded streetscape projects, ability to deliver projects on schedule, qualifications of the proposed project manager and key staff, responsiveness to the Town’s needs, and pricing transparency. The award will be made to the most advantageous offeror after negotiations on scope and fee. Required certifications include no conflict of interest, debarment and suspension compliance, and E-Verify compliance, which may be submitted in equivalent form. The firm must also carry commercial general liability, worker’s compensation, and professional liability insurance. The selected firm will conduct a final inspection, deliver two sets of as-built drawings, provide certification of project completion, and formally recommend final acceptance.
