Request for QualificationsCity of Bainbridge Island Wastewater Treatment Plant Outfall ExtensionThe City of Bainbridge Island (City) is soliciting qualifications from consultant firms with experience in the evaluation, design and construction management related to extension of the Winslow Wastewater Treatment Plant (WWTP) outfall. The WWTP effluent is pumped through a 5,400-foot outfall extending onshore to Wing Point and then discharging to Puget Sound via a submerged 16inch diameter concrete cylinder diameter outfall pipeline. The outfall terminus is located at a water depth of -42 feet mean lower water datum approximately 1,000 feet from the high tide mark off the east side of Wing Point. The existing outfall terminates in a geoduck bed, which is closed for harvesting due to the outfall location. The phase includes preliminary engineering design services, regulatory permitting and geotechnical exploration for the development of 30% design package and permit package submittals regulatory agencies.• Final Design Engineering.
