The City of Port Angeles (City) is seeking qualified consulting firms to provide a professional evaluation of the City’s Supervisory Control and Data Acquisition (SCADA) systems. The work to be performed by the CONSULTANT includes planning, engineering, integration, and construction support services to implement a comprehensive, multi-year upgrade of SCADA system components across the City’s Water Facility and Wastewater Treatment facilities, and remote sites. The City reserves the right to amend or withdraw the RFQ at any time, a full copy of the RFQ is available on the City website, www.cityofpa.us. The City encourages disadvantaged, minority, and women-owned consultant firms to respond. The City of Port Angeles in accordance with Section 504 of the Rehabilitation Act and the ADA act, commits to nondiscrimination on the basis of disability, in all its programs and activities. Persons with disabilities may request this information be prepared and supplied in alternate forms by emailing contracts@cityofpa.us. The City of Port Angeles in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Submittals will be evaluated on the following criteria: 1) Responsiveness to the RFQ, breadth and depth of response; 2) Reputation of the company, its subcontractors and key personnel; 3) Qualifications of the Proposed Project Manager; 4) Ability to meet schedule; 5) Approach to Project; 6) Familiarity with City of Port Angeles facilities and standards; 7) Satisfaction of prior and current clients (references).
