The El Camino Community College District is soliciting proposals under RFQ&P 2026-19 for professional engineering and design services to execute the Hydronic Line Replacement Project. The scope of work involves the replacement of approximately 19,430 linear feet of piping and 26 underground valve boxes within the centralized Heating Hot Water distribution system. The selected consultant will be responsible for the full project lifecycle, including preliminary plans, existing conditions verification, construction documents, agency permitting, bidding support, construction administration, and project closeout. Services must comply with Division of State Architect (DSA) and Chancellor’s Office reporting requirements, as well as specific technical standards for labeling, signage, and fire suppression systems. Qualified respondents must demonstrate at least ten years of relevant experience in campus utility projects and public education facilities. Proposals must be submitted electronically via the PlanetBids portal by November 2, 2026, and must include a detailed fee proposal consisting of a lump-sum or not-to-exceed fee for basic services and hourly billing rates. The contract is governed by California law, including the Education Code and Civil Code, and requires compliance with the Drug Free Workplace Act and a 3% participation goal for Disabled Veteran Business Enterprises (DVBE).
