RFT#185 Westlake Drive Reconstruction Project

The Town of Tecumseh is soliciting bids for the Reconstruction of Westlake Drive, a project involving the reconstruction and extension of Westlake Drive from Lesperance Road to the Sylvestre Drive cul-de-sac, as well as the construction of approximately 200 meters of Collins Avenue. The scope of work includes the installation of storm sewers, sanitary sewers, watermains, curbs, pavements, and sidewalks. The project is divided into two phases: Phase 1 focuses on the installation of 525 and 900 mm sanitary sewers and must be substantially complete by November 1, 2026; Phase 2 encompasses the remaining work, with a substantial performance deadline of June 30, 2027. Bids are to be submitted on a unit price basis via the Bids and Tenders website. Evaluation will be based on bid price, compliance with requirements, and the qualifications of the bidder and their proposed subcontractors. A critical requirement is the Domestic Supply Chain Declaration, which mandates that at least 50% of the total bid value consists of Ontario or Canadian-made goods and services. Awarded contractors must provide 100% Performance, Labour and Material, and Maintenance Bonds. The contract includes liquidated damages of $1,000 per day for failure to reach Substantial Performance and $2,500 per day for failure to reach Contract Completion. Payment is processed monthly upon submission of a schedule of values and evidence of workers compensation compliance.
