The Toronto and Region Conservation Authority is soliciting bids for the restoration of the Humber Bay Park East (HBPE) Transfer Pump Station under a CCDC 2 2020 Stipulated Price Contract. The project is necessitated by extensive flood damage and requires the complete removal and replacement of all electrical and mechanical equipment, including pumps, valves, piping, transformers, motor starters, and distribution panels. The scope also includes the repair of structural concrete chambers and wet wells, as well as the fabrication and supply of an inlet extension steel pipe for Lake Ontario. Due to the nature of the site, all work within the pump chamber or wet well is classified as confined space, requiring the contractor to provide a detailed site-specific safety and recovery plan. The contract requires the successful bidder to provide a fully operational integrated instrumentation and control system, validated through site acceptance tests under peak load conditions. Bidders must meet strict eligibility criteria, including maintaining a general liability insurance limit of at least 5 million dollars and providing performance and payment bonds equal to 50 percent of the contract price. Mandatory submissions include a CCDC 11 Contractor Qualification Statement, a Statement of Insurability, and a digital CCDC 220 Bid Bond. All work must comply with the latest CSA Standards and the Canadian Electrical Code, with final acceptance based on a comprehensive as-built survey and successful system commissioning.
