The 183d Wing of the Illinois Air National Guard entered into a sole source, firm fixed price contract with Rhinestahl CTS for the procurement of specialized support equipment for the General Electric F-118 jet turbine engine used in U-2 aircraft. The acquisition includes a bearing nut tool assembly, a fan fixture assembly, and various bearing removal tools. The total value of the purchase order with options is 230,000 dollars, with an estimated base contract value of 100,000 dollars funded through FY20 Operations and Maintenance funds. This procurement was conducted without full and open competition under the authority of 10 U.S.C. 2304(c)(1) and FAR Part 6.302-1, as Rhinestahl CTS is the only OEM authorized provider for General Electric Aviation's engine support equipment. Market research and internet queries confirmed that no other vendors could provide the necessary tooling while maintaining compatibility with existing configurations. Consequently, the agency determined that only one responsible source could satisfy the requirement.
