RIARNG Renovations for EMA and the 110th Public Affairs Detachment

The Rhode Island Army National Guard is soliciting bids under RFQ26006607 for the renovation of four interior spaces at the Schofield Armory in Cranston, Rhode Island, to support the EMA and the 110th Public Affairs Detachment. The project involves selective demolition, limited roofing repair and integration, contract finishes, and supporting mechanical, electrical, and networking work within a 16,000 square foot facility built in 1962. All materials and equipment must comply with the Buy America, Build America Act, requiring a minimum of 65% domestic content. The work must adhere to strict environmental, safety, and quality control standards, including compliance with NIOSH respiratory protection requirements for exposure to lead, cadmium, or chromium dust, and implementation of a Contractor Quality Control plan certified as “G” for government approval. The Contractor must maintain a Quality Control Manager on-site at all times, employ a Site Safety and Health Officer independent of the QC Manager, and secure the services of a U.S. Army Corps of Engineers-approved testing laboratory either on-site or within 20 miles. All materials must be delivered in manufacturer-original, unopened containers with legible labeling, with paints restricted to no larger than 5-gallon containers and pesticides requiring EPA registration numbers. Hazardous materials, including ozone-depleting substances, must be shipped and labeled according to DOT, MIL-STD-129, DLA 4145.25, and DOD 4000.25-1-M regulations. The Contractor is required to submit a 3-Week Look Ahead Schedule electronically each Monday by 8 a.m., a monthly narrative progress report, and an updated submittal register with every invoice and monthly regardless of invoicing. Submittals must be in PDF format with searchable text and bookmarks, and those larger than 10MB must be transmitted via DOD SAFE or optical disc. Preconstruction submittals, including Division 01 documents, must be submitted within 30 to 45 days of contract award, using the ENG Form 4025-R. A pre-bid meeting is scheduled for July 8, 2026, at the Schofield Armory, and the proposal deadline is July 28, 2026.
