Bids are due by 3:00 p.m. local time on June 4, 2026, and must be submitted electronically through the PennBid portal, where all bidding documents are available at no cost. A mandatory pre-proposal meeting is scheduled for May 18, 2026, at the school site, and all technical inquiries or requests for clarification must be submitted by May 22, 2026. The project involves site preparation, installation of accessible pathways, safety surfacing, playground equipment, and landscaping, with work expected to begin in summer 2026. Contract award will follow a Lowest Price Technically Acceptable (LPTA) basis, prioritizing responsiveness and qualification over price alone, with the lowest compliant bidder selected. The contract is a Firm Fixed Price agreement requiring full compliance with Oregon’s prevailing wage laws under ORS 279C.800 to 279C.870, and bidders must account for all labor, material, equipment, and facility costs accordingly. Required attachments include a bid form, statement of qualifications limited to two pages, subcontractor list, bid bond, and performance and payment bonds. The contractor must name both Trust for Public Land and Riddle School District as additional insureds on general liability policies, maintain insurance from an A.M. Best “A-VIII” or better rated carrier, and waive subrogation rights. All personnel must undergo background checks per district requirements, and the contractor must provide a 24-hour emergency contact. Performance must be completed within six months of the Notice to Proceed, with final completion within eight months, and failure to meet deadlines incurs liquidated damages equal to five percent of the bid amount. Inspection and acceptance occur on-site and require adherence to manufacturer specifications, OSHA standards, and industry best practices, with the school district responsible for final acceptance. The contractor is prohibited from filing mechanic’s liens on school-owned property beyond 90 days, and all records remain subject to audit for three years after project completion. There is no federal FAR clause structure or federal accounting data; this is a state-local public works contract governed by Oregon law and project-specific terms defined in the bid package.
