Ridgecrest/ Inyokern Pavement

The California Department of Transportation (Caltrans) is implementing the Ridgecrest/Inyokern Pavement project, specifically the Caltrans 178 Inyokern Pavement Project, under the oversight of Caltrans District 9 in Bishop. This project involves the replacement of degraded culverts and associated features, the installation of rock slope protection, the excavation and removal of excess substrate, vegetation removal, and the application of erosion control treatments. To facilitate these activities, the California Department of Fish and Wildlife (CDFW) has executed Streambed Alteration Agreement EPIMS-KER-62827-R4 in accordance with Fish and Game Code section 1602. A Notice of Determination dated August 27, 2026, confirms that the CDFW has approved the project, concluding that it will not have a significant environmental effect within its permitting jurisdiction. This determination is based on the lead agency's Negative Declaration and is supported by specific mitigation measures and a mitigation reporting and monitoring plan. The project is coordinated through primary environmental contacts at both Caltrans and the CDFW to ensure compliance with all environmental and regulatory requirements.
