AI Contract Overview
The Naval Research Laboratory plans to award a sole source purchase order to Rigaku for specialized parts of a diffraction X-ray system, specifically a vacuum pump and anode. This procurement is justified on the basis that only Rigaku can meet the agency’s unique requirements, and no other suppliers are considered capable of providing the necessary products. The purchase will be conducted under the Simplified Acquisition Procedures as outlined in Federal Acquisition Regulation 12.201-1, given that the value does not exceed the $350,000 threshold. The acquisition falls under NAICS code 334516 with a size standard of 1000, and the appropriate Federal Supply Code is 6640. Interested parties have a 15-day window, starting from the notice’s publication date, to express their interest and demonstrate a capability to fulfill the requirements competitively. However, any response must provide clear and convincing evidence showing that competition would benefit the government. The government retains sole discretion to decide whether to proceed with competitive procurement based on the responses received, and no costs associated with providing such capability information will be reimbursed. The designated point of contact for this procurement is Richard Key, reachable via email, and all correspondence should reference the Notice of Intent number.
